MoCRA registration is mandatory for any Ghanaian company that: manufactures or processes cosmetics for the US market, has its brand name on cosmetic products sold in the US, exports raw cosmetic ingredients (such as shea butter) to US cosmetic manufacturers, or uses contract manufacturers in Ghana to produce cosmetics distributed in the US. Small businesses with annual cosmetics sales under USD 1 million and no contract manufacturing may qualify for an exemption.

Beyond MoCRA registration, cosmetics sold in the US must meet FDA labeling standards: all text in English (bilingual labels are allowed), complete ingredient list using INCI (International Nomenclature of Cosmetic Ingredients) names in descending order of concentration, identity of the product, net quantity of contents, name and address of the manufacturer or distributor, and any required warnings.
